General Plan

Moving Forward

The City continues to move forward in the implementation of the overarching goals and policies of the General Plan* which was initially adopted in 2003 to reflect the current span of time. Some of the key 2017 achievements include:

  • In 2017, 126 building permits were issued, for a total of 430 new units added to the housing stock.  These permits include 97 town homes, 9 condos, and 118 single family homes as a part of La Floresta, and 206 apartment units in Central Park Village.
  • The City approved Brea Place, also known as the Hines Project, a mixed-use development that will include 653 multi-family units, commercial space, and a new hotel.
  • Construction began on Segment 4, the last segment of the Tracks.  Construction is expected to conclude in Spring 2018.  The Tracks will provide Breans a safe bicycle and pedestrian network, connecting the east and west sides of the City.
  • The City continues to work towards its goal of 20% water reduction by 2020.  Several projects were initiated to replace existing landscaping with low water use vegetation.  Project locations include Community Center, Aurora Avenue, and Lagos de Morena Park.
  • The Brea Envisions Committee completed the Community Strategic Plan.  The values identified by the community align with General Plan goals, creating a framework for a continued process to update the General Plan
  • The Community Strategic Plan has led to the new vision planning effort of the Brea Core Plan.  The Brea Core Plan is the application of the community identified values to specific areas in the City.  The plan will provide policies and regulations to guide new investment and development within the central core of the City.

Annual Report

The General Plan Annual Progress Report is a document that provides a yearly report of the progress that has been made implementing the various elements of its General Plan. The report covers the period from January through December of each calendar year. A number of important project and programs were carried out during the year to continue to make Brea an attractive and desirable City in which to live, work, and play.

Housing Element 

The Housing Element within our General Plan is the city’s chief policy document on housing issues. A Housing Element provides policies and programs that address issues such as balance between employment and housing, preserves existing housing stock, increases affordability for all segments of our community, and provides opportunity sites for new housing as our population grows.
