Parking Control Officers

With 117 miles of public roadway and a daytime population sometimes reaching 100,000, along with traffic, parking becomes a point of concern for residents and businesses in Brea. Whether in keeping residential streets clean and clear of excessive vehicles, or ensuring parking regulations are followed in business districts, the Brea Police Department is the primary City department responsible for parking oversight and enforcement.

The department employs four part-time Parking Control Officers (PCO). These are non-sworn employees whose primary responsibility is to enforce laws related to parking. Two positions work during street sweeping hours, following the sweepers along their route. If a vehicle is illegally blocking a sweeper’s path, the PCO may issue a parking citation. The other two positions work primarily in the Downtown Brea area, monitoring timed and permit parking. PCOs are also available for specific parking complaints called into the department and they handle abandoned vehicle enforcement. They assist with traffic control at collisions or other major incidents, and are trained in basic collision investigation.

The position of Parking Control Officer is also utilized as a development opportunity for future police officers, and the unit is another component of the department’s “farm team” to grow Brea Police Officers. Currently, each one of our four PCOs started their career at Brea as a Police Cadet. Cadets themselves perform some parking enforcement duties, focused on periodic enforcement of Brea’s overnight parking ordinance. They share these duties with the department’s two Jailers, who conduct enforcement when not otherwise engaged in jail management duties.
